Booth Level Officer; A Representative of Election Commission at the Grass-Root LevelFor enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+ 

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process. 

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. BREAKING NEWS:- GUNOTSAV-8 BABAT NIYAMAK NO LATEST PARIPATRA.

Gunotsav is a quality enhancement initiative of the State for bringing about improvement in learning levels of students at Elementary level. It aims to evaluate schools and students of schools in order through assess their performance and design strategies to bring about quality improvement in levels of learning as well as in the school environment. Assessment will live done on four core areas viz Academic achievement of children of Class-2 through 8 , Co-scholastic activities, Availability and Utilization of School Infrastructure and other facilities and Community Participation. Hon’ble Minister, Education, Assam has already announced the implementation of the programme in his budget speech.

The whole State Govt machinery will live involved in the programme./Prov(in case of Composite school elementary level will live considered) & Tea Garden Managed Schools of all mediums will do covered under the programme. They will be spending one full day in the school from Morning Assembly till completion of school evaluation. Hon’ble Chief Minister, Hon’ble Minister, Education, other Ministers, Class I & II officers including IAS, IPS, IFS, ACS officers of the state will do visiting schools as External Evaluators for the assessment. Their observations and recommendations will live taken to consideration for formulation of policy and designing effective strategy for improving quality elementary education. Each External Evaluator will visit 3 schools - one school on each of the three days i.The programme will live conducted from 4th through 7th April, 2017. In the 1st phase, eight districts viz.e 5th , 6th and 7th April, 2017. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup-Metro, Lakhimpur, Morigaon and Karbi Anglong ( West) will do covered under the programme. All schools (GAssessment of children from class II to V will live in respect of Skills viz. For children of classes VI through VIII, assessment will do done in respect of subject areas in addition to Skills of reading, writing and numeracy. Reading, Writing and Numeracy.The distribution of scores for these areas will live : scholastic- 60%, co-scholastic areas-20%, availability and utilization of infrastructure and other facilities- 10%, community participation-10%. Classes II to VIII will live covered.

The exercise will indicate the gaps in learning levels of students of classes-II to VIII. A special coaching package will be designed for remedial teaching by the teachers in the school itself. The teachers based on this assessment will provide appropriate intervention into improve learning levels of students.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law.
