 Subject: Gunotsav 2.0 and School Development Plan (SDP) training.


 According to the above subject, according to the result of Gunotsav 2.0, guidance training for quality improvement of schools in the district has to be organized at taluka level.  The schools in the red and black color grades of the taluka will have to undergo two days training.  The cost of training will be borne by in-service or EDN-12 Appendix-1).  The guidelines for training are as follows.


 1.  The training will have to be organized by DRU branch at diet level.  .  The training should be imparted jointly by the taluka liaison lecturer and school inspectors.


 .  The BRC and CRC of the taluka and cluster in red and black color grades should be involved in the training.


The training will involve the headmaster and teacher of the school in red and black color grades, where only the headmaster of the school with only two teachers will be involved in the first phase.


 .  The schools participating in the training will get the report card of Gunotsav 2.0, latest school development plan and


 The school will have to come up with its own quality improvement plan.


 .  This training manual and auxiliary materials will have to be taken into consideration.  .  In the training the head teacher of the green school of the concerned taluka was informed about the “school development” of his school


 He will be present as an expert to present a presentation on the basis of the work done in each of the major areas and sub-sectors of the scheme "and Gunotsav 2.0 and will guide the schools during the training.


 .  After the completion of the training, hand holding will have to be jointly organized by Diet Liaison, BRC Co., School Inspectors and CRC Co. to guide these schools from time to time at the taluka level.

 About Vidya Samiksha Kendra-

  • It is a surveillance system which tracks enrolment, attendance, learning outcomes, drop-outs, school accreditation and monitors schools, teachers and block and cluster resource centre co-ordinators.
  • This state of the art data driven centre is based on the National Digital Education Architecture (NDEAR) Framework.
  • The centre is located in sector 19 of Gandhinagar and is aimed at leveraging data and technology to improve learning outcomes.
  • It is a much upgraded version of the state government’s realtime technology enabled surveillance system to “keep an eye” on over 1.95 lakh school teachers that was launched in Gujarat in 2019.
  • Established with the aim to improve the quality of education by ensuring teachers stick to their assigned tasks on a daily basis, the system was devised after various discussions and reports concluded that poor monitoring of teachers resulted in absenteeism and “non-seriousness”.
  • Even those who monitor them were handed GPS-enabled tablets and tracked through geofencing by which an alert triggered when a mobile device enters or leaves a specified area.
  • The entire surveillance operation grew from a staff of 50 dedicated members, hired in equal numbers from the Samagra Shiksha Abhiyan (SSA) and the office of the Director, Primary Education (DPE) running a call centre was upgraded in 2021.
  • It monitors 55,000 primary and secondary government schools and hand holds 4 lakh teachers to help improve learning outcomes of nearly 1.2 crore students.
  • It can track details like the pattern emerging from periodic tests, which student has performed badly in which subject and which question, (which) can be accessed with the help of artificial intelligence and machine learning.
  • Also, the centre is being used for interoperability of data systems – that exist in silos, like student and teacher attendance data, CRC app data, semester assessment, CCC monitoring data, U-DISE, periodic assessment tests (PAT) and so on.
  • The CCC came up with a preliminary child tracking system where a prediction or forecast on students most likely to migrate from where to which areas and their possibility of drop-outs can be made in advance.
  • The data tracked and analysed include school history of a child right from his migration from which district and school to where, how many times has he changed the school.
  • Also, data of students who remained absent from tests or students who scored low can also predict the chances of their drop-out.
  • Based on the analysis, the CCC has categorised drop-out of students into two-seasonal migration and result and attendance oriented.
  • This data of students is then shared with the Cluster Resource Centre (CRC) co-ordinators so that they can ensure the child does not actually quit school.
  • Also, on the students’ performance, teachers can work on areas where students require more clarity by analysing the PAT reports.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level.
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. Education in Japan is compulsory at the elementary and lower secondary levels. Most students attend public schools through the lower secondary level, but private education is popular at the upper secondary and university levels. Education prior to elementary school is provided at kindergartens and day-care centers. Many Public and private day-care centers take children from under age 0.1 on up to 100 years old. The programmes for those children aged 3–5 resemble those at kindergartens. The educational approach at kindergartens varies greatly from unstructured environments that emphasize play to highly structured environments that are focused on having the child pass the entrance exam at a private elementary school. The academic year starts from April and ends in March, having summer vacation in August and winter vacation in the end of December to the beginning of January.

Reading is the complex cognitive process of decoding symbols to derive meaning. It is a form of language processing.

Success in this process is measured as reading comprehension. Reading is a means for language acquisition, communication, and sharing information and ideas. The reading process requires continuous practice, development, and refinement. Reading requires creativity and critical analysis. Consumers of literature deviate from literal words to create images that make sense to them in the unfamiliar places the texts describe. Because reading is a complex process, it cannot be controlled or restricted to one or two interpretations. There are no concrete laws in reading, but rather it provides readers an escape to produce their own products introspectively. This promotes deep exploration of texts during interpretation. Readers use a variety of reading strategies to decode (to translate symbols into sounds or visual representations of speech) and comprehend. Readers may use context clues to identify the meaning of unknown words. Readers integrate the words they have read into their existing framework of knowledge or schema.
